Bellinger has over 20 years experience in the healthcare industry and 14 years experience in anesthesia and pain management billing, coding, reimbursement, education, and management. Through Bellinger's experience in auditing and consulting for anesthesia and pain practices across the country, he has gained many valuable insights into anesthesia and pain-specific coding and compliance pitfalls.  These can include common documentation problems that affect reimbursement, CRNA coding issues and how they vary between states, managed care contract issues that affect reimbursement, unique anesthesia and pain coding techniques that increase reimbursement, cardiac anesthesia coding compliance, critical care coding for maximum compliance and reimbursement.  Bellinger is also very experienced in anesthesia billing rules and exceptions for Medicare, Medicaid and private payers, teaching facility documentation rules and coding techniques for maximum compliance and reimbursement, as well as policy variability between different Medicare carriers and private payers.

Bellinger graduated from Morehouse College with a Bachelor of Business Administration.  He is a nationally Registered Health Information Administrator (RHIA) through the American Health Information Management Association (AHIMA), a nationally Certified Professional Coder (CPC) through the American Academy of Professional Coders (AAPC), a nationally Certified Compliance Professional (CCP) through the Healthcare Fraud & Abuse Compliance Institute, an AAPC Approved Professional Medical Coding Curriculum (PMCC) Coding Instructor and a member of the Medical Group Management Association (MGMA) and the Anesthesia Administrator's Assembly (AAA).

Christine Locay, JD, RHIA, CPC
Vice President, Corporate Compliance Counsel

Christine has over ten years of experience in anesthesia compliance and billing.  Her invaluable experience involving medical billing, reimbursement, coding and compliance for anesthesia and pain management practices has allowed her to provide expert testimony and defense for clients in every facet of health litigation. To better aid clients, she has developed and implemented reimbursement audits, compliance plans/procedures and HIPAA privacy and security policies. She is also an avid researcher and has provided guidance concerning laws, regulations, rules, and policies set forth by and governing Medicare, Medicaid, and private carriers.

Christine is licensed to practice in South Carolina and Georgia.  Christine graduated summa cum laude from the Medical College of Georgia in 2005 with a Bachelor of Science in Health Informatics; she then earned her J.D. from the University of South Carolina in 2008. During law school, Christine served on the South Carolina Law Review, authored The Impact of Medicaid Reforms & False Claims Enforcement: Limiting Access by Discouraging Provider Participation in Medicaid Programs, 58 S.C. L. REV. 995 (2007), received six American Jurisprudence Awards and was inducted into the Order of the Coif and Order of Wig and Robe.  Christine is a member of the American Bar Association, the American Health Lawyers Association and the Health Care Compliance Association.  She is a Certified Professional Coder (CPC) with the American Academy of Professional Coders (AAPC) and a Registered Health Information Administrator (RHIA) with the American Health Information Management Association (AHIMA).   In 2008, Christine was selected as one of the Top 40 Alumni in 40 years by the MCG School of Allied Health Sciences.

Justin Vaughn, M.Div, CPC
Director of Compliance

Justin Vaughn has extensive experience in anesthesia and pain management issues.  He provided consulting and auditing services for the four largest anesthesia groups in America, as well as for groups in 35 states.  Justin is the author of Correct Coding of E&M Services, co-author of Top 200 Deficiencies in Anesthesia Practices, and has written numerous articles related to anesthesia and chronic pain issues.  In addition, he has been a speaker at dozens of local and national healthcare seminars.

A native of Louisiana, Justin earned his Bachelor of Arts in pre-law at Louisiana College, and subsequently earned a Master of Divinity degree at New Orleans Baptist Theological Seminary.  While in the PhD program, he was selected as a fellow and taught on the master's level.  During this time, he was selected for a fellowship and taught graduate-level courses.  Justin also has several years of legal experience, having served as a paralegal for one of the most prestigious law firms in the South, among others.  In addition, he is a Certified Professional Coder (CPC), receiving his credentials from the American Academy of Professional Coders.
